so he knows that i like him, and hes my best friend. we started talking about what would happen if we were to go out what would happen? i said i dont know we cant really predict the future, and hes like but if we were to go out would you kiss me? would it change our friendship? and i said i dont know but its all about taking risks, and then i said what do we do now? and he said i guess we hang out and see what happens., i dont understand him like i dont know what hes thinking?

I think you should totally talk to him about it. In person... That way you can see his reaction. Don't tell you need to talk but the next time you two are hanging out casually bring it up. Maybe mention that you keep thinking about what would happen if you guys ever did hook up. Then tell him that you want to give it a try.

If he feels the same then great and if not then at least you told him how you feel. And if he is your true friend that shouldn't change anything. Now if you do hook up or start dating and one of you is more serious than the other or if one of you starts playing games then that could cause problems.

I myself went through something like that recently. After 11 years of genuine and loyal friendship he turned out to totally disrespect me after we slept together. Now he's playing games and he's telling me things that you'd tell your average prostitue.

My advice is to be honest and hope for the best and expect the worst. Be true to yourself and if things don't work out then you'll at least have no regrets. If it works out then great. And if he ends up being a total douche bag to you (like in my case) you can cut him off and write it off because neither you or me deserve a jerk like that anyway...
